Plants without an irradiation sensor now get a performance ratio

If your plant's performance ratio is worked out from weather data instead of an on-site irradiation sensor, you now see a figure where you saw none before. Those plants got no performance ratio because the gaps between the 15-minute weather readings counted as missing data. Your plants receive this with their next agent update.
