Data collection from a data logger can now be paused

In the components page's "Data Logger" tab, "Pause" stops collection from a data logger for 15 minutes to 24 hours, and "Resume" ends the pause earlier. A paused logger shows as "Paused" with the time until it resumes on its own.

• Pausing is available to organization admins and moderators.
• Pausing needs the plant's on-site agent to have received the current update.
