Add data loggers on the components page

On a plant's components page, the data logger tab has a new "Add Logger" button. You choose the logger type, then enter its name, address, polling interval, credentials and the settings that belong to that type. The new data logger appears in the list with the status initializing.

• Members who may edit the plant's components can add a data logger.
• The logger type list is searchable, and the dialog shows the number the new data logger receives within its type.
• The settings of the chosen type are checked before the data logger is created.
