Improvements and fixes

Agent-started wizard runs can be stopped, unresponsive runs end as failed after 30 minutes, and the agent configuration tab leaves the data-flow page.

• A wizard run started by the on-site agent can be stopped by anyone who can see it.
• A run that stops responding no longer sits on waiting and is marked failed after 30 minutes.
• The plant's data-flow page no longer shows the agent configuration tab to organization admins and moderators.
