Role changes reach the embedded Grafana dashboards reliably

When a member's role changes, the embedded Grafana dashboards now pick it up at the member's next sign-in to the dashboards instead of silently keeping the old role. Access updates after a change in one organization also touch only that organization's portfolios, so they complete sooner.
