Turbines and battery units now raise health alarms

On the plant monitor, each turbine and battery unit now shows its health — fault, no communication, or paused — with a dialog naming why a unit is paused and since when. A unit safety alarm opens a notification linking to the unit's page, and the alarm is not silenced during a storm.

• The plant monitor's event list now shows a unit chip on turbine and battery events.
• A plant's notification settings now show an alarm catalog: what each level means, real examples, and a suggested level.
• A vendor alarm in the event list now closes once the device stops confirming it.
• A turbine without new readings now shows as not communicating on the plant monitor.
