Improvements and fixes

Outage notices for a shared plant now reach every cooperation partner through its own marketer connection. Outage alert e-mails are no longer sent blank.

• The assistant in the "Alarm Manager" rule editor now covers receivers, templates, the outage report and the direct marketer.
• The "Alarm Manager" template builder previews the e-mail as it will be sent.
• The stored-login shield no longer shows for a user name without a password on the networking devices table.
• On a mobile-width page, assistant chat transcripts are reachable again under the auto-hiding navbar.
