An event's lost energy no longer reads too low when loggers were down

An event's lost energy no longer reads too low when the plant's loggers were down over the window. The estimate now uses satellite irradiation, scaled by the plant's own performance ratio over the week before.

• The event's lost energy estimate names the share of a source with fewer than half of the window's 15-minute values.
