A plant now records a "Redispatch settlement" event per curtailment

For each grid-operator curtailment of a solar plant, the lost energy is now worked out under the binding BilAReM method and recorded as a "Redispatch settlement" event on the plant's "Activity" page, with the reference day chosen and the lost energy per irradiation source. Plants receive this with their next agent update.

• The reference day is the nearest calendar day without a curtailment, before or after, never in the following month.
• A quarter-hour without measured feed-in or irradiation is left out of the settlement rather than estimated.
• The event lists the candidate days rejected as reference and why, and every quarter-hour left out.
• Curtailments by the direct marketer are not settled this way; they are only excluded from the reference day.
• Compensation figures on the revenue page are unchanged by these events.
