Improvements and fixes

The monitor now counts an inverter with reduced output as down, the way it counts an outage. The battery dashboard now draws a dispatch command a plant states in watts.

• The monitor now counts an inverter with reduced output on the down side of a plant's "State", as it already counts an outage.
• Filtering the monitor's plant list by state now answers in a couple of seconds instead of leaving the list loading.
• The battery dashboard now draws the marketer's dispatch command when a plant states it in watts, instead of leaving the chart and card empty.
• The "Control signal" card and the chart tooltip no longer show the opposite sign to the power figures beside them.
• Third-party components received security updates.
