The alert rule now carries the outage report

An alert rule now carries the outage report, with the direct marketer connection's one read-only receiver in the "Alarm Manager". The alert's "Deliveries" list shows each receiver at the outage's start, renewal and end.

• "Report outages" on the rule's "Notification" tab names the reason, remaining power and hours ahead.
• "Report outages" is forced on while the rule has the marketer receiver.
• A failing receiver in the "Alarm Manager" raises the "Receiver failing" event and switches off at its tenth failed delivery.
• Saving the outage report lists plants whose on-site agent is too old and plants without a direct marketer link.
• The outage report's dry run with an email or webhook receiver is the real delivery path.
