Webhook receivers now always send with an organization template

In the "Alarm Manager," a webhook receiver now always sends with one of the organization's templates. The receiver dialog lists the organization's templates, with the ready-made examples under "Templates".

• Every webhook delivery carries the template's optional headers.
• Starting a webhook receiver from an example reuses that example unmodified.
