A plant's events can now be closed, reported or escalated by hand

In a plant's event dialog, an event can now be closed, reported, or escalated by a job operator or technical operations manager. An open inverter or combiner box no-communication event can be escalated to an outage, with a notification naming who escalated it and the comment.

• In the event dialog, outage and no-communication events cannot be closed.
• In the event dialog, reporting an event now opens a support ticket.
• In the event dialog, the close comment now appears below the event details.
• In the event dialog, reopening a hand-closed event now removes its close cause.
• At the plant, the on-site agent now confirms an escalated no-communication event.
